Seinfeld is on Mount Rushmore of all TV shows. Friends wasn't even a top 10 show for the 90's. It was worth watching but nothing special.
off top of my head better 90's shows:
Seinfeld
Frasier
Cheers
Fresh Prince
Wings
Home Improvement
ER
Family Matters
Boy Meets World
Saved by the Bell
Wonder Years

George Costanza is debatably the best character ever in a comedy.
What about the side characters? I could go on and on about them. Only side characters I remember from friend was Ross's mom and dad and that odd coffee guy.

George's parents I think were the best side characters. I made thread about this a few year back: What if the Costanzas had found and raised Superman?

Friends had its moments, but I'm not sure you can call it underrated given the ratings and awards it received in its time.
Seinfeld stands apart. The characters weren't supposed to be too relatable, it was a different kind of comedy and that's why it's still as funny today.

A lot of great shows there. I remember getting home from school and watching Family Matters. Home Improvement always came on right after the news. I think Boy Meets World was always on Friday night. I would add Full House as well. Awesome shows that you didn't need cable to watch.

I didn't like either of them, but Seinfeld isn't as bad as Friends.

Seinfeld. Love everything about the show. With that being said, friends is a great show also.

People forget that early Seinfeld wasn't very good.

Friends for me. I like both shows but in the end, I watched every episode with my wife each week and it was one of our favorites.

A better question would be is Always Sunny better than Seinfeld?
Is Dennis Reynolds more evil than George Costanza?

Early seinfeld was fine. 1 or 2 missess. Its just that the show got much better later

You literally could not have picked two more different shows.

Friends isn't even in the same league IMO. It tries, just doesn't get close.

Friends was entertaining and funny at time. More nostalgia than anything for me being a 90s kid. But it's Seinfeld and it's not even close. Hell, Curb beats Friends by a large margin.

Have never watched a single episode of Always Sunny. I am about to start it as soon as I finish my current watch this week

Really only season 1, and even it had some good moments. But it was also only 5 episodes and it almost got cancelled.
As to the OP question, it's Seinfeld by a long mile. I liked Friends okay when it originally aired, but it's painful to watch these days. Most of the humor is just so corny and cliche. Plus Ross Geller is the worst TV character of all time.
