They're in Alexandria, VA which runs along the Potomac. There is a lot of parks in the SW region for Fort Hunt to Mt. Vernon. I'm assuming they're somewhere in that region. It's about 8-12 square miles.

Outside that area, it's densely populated, which is what makes it strange to me they haven't incorporated more city infrastructure.

This was exactly my question in the mid season finale because Rick was picked up at the Sanctuary by Carol in what seemed like mid day and didn't get back to Alexandria until it was pitch black. I still don't know where he was all that time. Like you say, they all seem to be within 20 miles or so of each other. There's no way the Saviors could cut off every route out of there if they're too far apart.
