I didn't really have a problem with it. My guess is it will be used to further drive a wedge between Alicient and her sons and Otto. Aegon and Otto will question Cole for not being on guard and Halaena knows where he was.
It also shows the lack of leadership and preparation in Kings Landing right now. They are completely dependent on Vhagar and Aemond for defense. This will force them to step up their game.
It's been established that there are enough forgotten tunnels in kings landing that it's pretty plausible that someone could find a way in anyway. My biggest gripe with this scene is that they could've used it as an opportunity to make the audience more sympathetic to the Greens, but it didn't really hit that way

I think this is a plausible explanation. In the Greens mind, they already secured the throne and the Blacks are hiding on Dragonstone. They think that they hold the cards and that if there is a conflict, it will be a major battle with armies.
They felt safe and were not prepared for retaliation. Think about it this way, There is a guy who has snuck into Super Bowls, NBA Finals, Final 4 games, World series games, etc. These are events that are specifically designed to keep people without tickets from getting in and a determined individual can still figure out a way to get past the security. In a castle in the middle ages where the occupants think they are out of harms way, I don't find it far fetched that every single room and royal person isn't guarded at every moment.

Plus there is this angle because like its being said, there SHOULD have been a guard.

Some random dude was able to sneak into Queen Elizabeth's bedroom in the middle of the night back in the 80s. There is definitely historical precedence for being able to randomly sneak into a royal's bedroom.

There were guards in the book. Blood and Cheese killed them. Then they told Helena to choose which one of her sons would be killed, or they would kill all of the children.
She chose Maelor since he was the youngest and not the heir, but they killed her first born instead….
