For him, personally, yes. But for the Empire as a whole? I would think the “totally forgot that you could build a completely subservient and effectively infinite army of droids” thing probably eclipses the Emperor on the “problems of the Empire” scale.

Another plot point already covered by zahn in the Thrawn trilogy. All these questions we had good answers to, even before Lucas fricked it all up with the prequels.

Actually no, different woman.
The woman basically claimed that all the propaganda was her idea. The big thing to keep in mind that this isn't a narrator, it's the character. She's taking credit for everything.
Then it's revealed that she isn't as smart as she thinks she is.
Assassination attempt on Palpatine - The Emperor sniffed it out long before it got to him
Using the Rebels to do it - They never trusted her to begin with
The patsy she was using - Doctor Aphra (the main character of the series) tricks her.
Aphra assumes she'll be arrested, and killed later - instead Vader shows up and chops the woman's head off. Aphra assumes she'll die (there's a bit of a backstory between her and Vader) but he does a 180 and tells her that the Empire needs her (Aphra).
It's a REALLY good series. It doesn't go all SJW. Her mother is depicted in a very mixed light. She's resourceful and intelligent (the main char) but a backstabber who gets some comeuppance a few times. She learns her lessons and isn't a Mary Sue. She also lives in constant fear of Vader after barely surviving an earlier encounter in Vader's series (he threw her out of an airlock, but she was so well received by the fans that they Deus Ex Machina'd her character away to start her own series). Her series and the recent Vader series of comics are actually really damned good.
People need to stop being the wolf that cried SJW.

At this point I just have to laugh at it all. Star Wars is dead, but I'll at least be entertained by how far down the SJW hole they go.
