There will never be another decade of cinema that captured the hearts and minds of million than the 80's.

Just FYI, if you're in chrome, right click and "search Google Lens" and it will answer your question
Per Google Lens, it's a Disney movie named Condorman (1981)

I thought I recognized it from somewhere.
I lived in Dubai as a kid, and the only American movies we saw over there was whatever our family back home could send us on VHS. I remember watching that as a child and loving it.

my generation is so awesome! 90's wasn't bad either especially the early 90's noir revival.

I was 16-26. It was absolutely the peak period of my lifetime for sure

Almost the same --15-25-- and I echo your sentiments. Reagan, then Bush (and bush), MTV, no piercings or tattoos, races got along, great TV and movies, no overconnectivity with computers and cellphones-- life was just plain and simple better then.
