Lucas Scott from One Tree Hill. Dude is supposed to be some star basketball player, but he looks like he's 5'5.
Then Nathan Scott later on when he is drafted into the NBA. He was believable as a basketball hotshot at a small North Carolina high school, but the NBA? No freaking way.

This is going to piss a lot of people off but....Rocky Balboa. Especially in the first one. Stallone is what 5'9" and was not built at all in that movie and he was supposed to be a heavyweight.
