So shut down an entire town and forfeit all the town's Summer revenue because of a random shark attack?
Do they close Yellowstone if a visitor gets gored by a Buffalo?
Which has happened. But they don't shutdown the park because of it.
The movie needed an antagonist to elevate the threat...portraying him as unreasonable. Like the Shark was an identifiable John Wick adversary and not just some random occurrence like all shark bites.

Damnit. Beat me to the sweet rainbow blazer. Also three people have been gored by buffalo in Yellowstone in one month. They did not close the park despite buffalo 3 humans 0 so far this season. Grizzlers don't stand a chance in this year's revenge of nature season.

When I was young, and poor, I would wear top siders with khakis and a blue blazer to work. My boss asked me not to wear them anymore one day, saying they weren't appropriate. If I'd had that jacket, I would have told him nothing is more appropriate than top siders with that jacket.

She didn't want the beaches closed either. In fact, a lot of people didn't, despite just seeing Alex Kitner get chomped in front of them.
That's why after Brody announced the beach closures, Vaughn jumped in to say it would only be for 24 hours, just so everyone would cool their tits.
"24 HOURS IS LIKE 3 WEEKS!"
Amity was full of despicable characters who deserved to be eaten. Vaughn was just their elected mouthpiece.

There’s a deleted scene in Jaws 2 where Vaughn sticks up for Brody when the town council decides to fire him. I think they should have left it in.
I personally do not think Vaughn was a bad man. I think he has genuine remorse at the hospital when Brody is on his arse and he signs off on hiring Quint. He may have been a little greedy and underestimated a record size GWS’s appetite for human flesh, but he is not a bad man at his core like a Warden Norton.
As for the book, it’s not real good. The movie is much better.
