"I'm going to make him an offer he can't refuse."

Because it's not just a popular movie line.
It became English lexicon to convey a situation. It exists outside the movie and people instantly understand that phrase to mean you're in a different, foreign uncomfortable or strange place/situation of which you're not prepared for.
Good point.
Even other movies have used the reference:
Cypher from the Matrix: "It means buckle your seatbelt, Dorothy, 'cause Kansas is going bye-bye."

"I knew it was you Fredo" I think is up there with it at least.
That isn't even the most famous line from that movie
Make him an offer he cant refuse

Frankly Scarlett........
ETA: It could be something someone on tik-tok put together that changed a quote, and everyone thinks that's the original quote now, and how great it is.

“luke I am your father”.
Classic Mandela effect. Vader actually says "No, I am your father". He never says Luke

I don’t care for the movie as much as others but “frankly my dear…” is by far #1.
Not in Kansas… #2.
As far as The Godfather. “Leave the gun, take the cannoli.”

I’m not sure your third one belongs on that list because, unlike the others, I don’t think most folks would see that quote by itself and automatically know the movie.
I’d for sure put “round up the usual suspects” and “you know Louis this could be the start of a beautiful friendship” out there when talking about Casablanca quotes. Maybe even “I’m shocked, shocked to find gambling in here” and “the Germans wore gray, you wore blue” over it

The answer has to be in a movie that a large number of both young and old people have seen. How many 18-year-old girls have seen The Godfather?

Here's looking at you kid will always be the most famous line in my mind from the film, but, like you say, it's subjective
The one that gets repeated most in my social circles is actually, “I’m shocked, SHOCKED, to find that gambling is going on in here!”
