Actually no, she had no legit claim. She just has/had the best army and was in the best place to take power. Not to mention she just blew up the holiest place and leadership of the religion of the land and many nobles.
She married into the line to become Queen through Robert, and then retained power as Queen Mother for Joffrey and then Regent for Tommen.
Once Tommen died, everyone should have gone, time to chose a new king (since Westeros heirs come from the males line; i.e. see Sam being driven off to the Night's Watch to make way for Dickon Tarly).
But a Great Council would be confusing for viewers and worse, anti-climatic (see Star Wars Episode 1, AKA Time for Parliamentary Procedures in SPACE!!).

Because Jaime still owes him a prettier woman and a castle. And he's not leaving til he gets it.
Then again, I don't think he realizes that Cersei could know which would probably persuade him to leave.

They didn't bring Gendry, the last hope of a reborn Baratheon house, back after all of this time just to kill him off in two or three episodes. I fully expect him to show off some hammer skills against the wights (and possibly against Arya IYKWIM) that would make Robert proud.

I agree to the extent that it seemed like he was making an enormous character turn and it kind of...fell to dullness after awhile. Its like his character turn never really took off after his change of heart in his experience with Brienne. He seems to be mostly exactly where he was before the war with Robb for the most part...but you can tell there's a difference underneath of course.
I think the show has so much to do that they're having to really cut off a lot of amazing story lines that have been drawn out. You can definitely tell that their time limit is forcing them to tie up loose ends.
