Yes. He's got his mind set on trying to find ways to get rid of the Night's King and Co. so he probably doesn't care much about what Rhaegar was doing. He was also tired of hearing her useless stats from her reading.

Through reasoning you would. There's a significant reason to question why the Kingsguard were at the Tower of Joy and not at least making their way towards Viserys. They were guarding the rightful king.
Granted this wasn't in the show, but here's what the White Bull said when Ned said he thought they had fled with Viserys.
"The Kingsguard does not flee."
I think that's definitive proof.
