Correct; Qyburn was in S3. He had his maester chains taken away/was kicked out of the order because of his experiments--that's why Jaime didn't want Milk of the Poppy when he was working on his hand; he couldn't trust Qyburn. And in E10 last season Qyburn goes to the capital with Jaime and Brienne so he's there now...and in S4 Cersei went to Qyburn in E1 I recall.

Stannis is much more frugal than Robert or the Lannisters. The Purple Wedding had 77 courses and was probably the single most expensive event in the history of the realm. Stannis would never have an event like that, or any real routines. Mostly the realm is in debt over Robert's bullshite and Littlefinger starting the war and doing god knows what else as Master of Coin.

In the Joffrey wedding episode, Cersei tells the girl Pycelle is looking at to have Qyburn look at it.
He is a disgraced ex Maester in the service of the Lannisters.
He has been on the show four times already.

The crown taxes each of the 7 kingdoms/wardens. Part of the problem is that the North, Riverlands, Iron Isles, and possible Dorne haven't been paying.

Yeah I figured as much but I was more curious as to the method of collecting said taxes.
Do the Lord's collect from their respective strongholds and then pay their share to the throne? That would appear to be the easiest method to me.
