The League of Extraodinary Gentlemen had about 1/5 of the Lord of the Ring's budget. It was a much less risky film project.

Meh. Sean Connery was already planning his retirement from filmmaking in 2000-2001 and probably didn't want to get mixed up in all of that crap.
As for Leo rejecting a role in Star Wars…since Titanic he's kind of shied away from blockbuster movie roles, with Inception being the only exception.

This movie is going to make a ton of money no matter who is in it so they don't need to offer anybody points.

I thought Django Unchained, Gangs of New York, and Gatsby were all supposed to be blockbuster movies, particularly the first 2 listed.

Can't believe no one has mentioned one of the most famous role refusals in history when Burt Reynolds turned down the role of Han Solo. 20th Century even offered him the rights to merchandising (the toys). Burt at the time thought the movie was cheesy and at the time (you guessed it) didn't need the money.

Can't blame him for it really. Foresight is a bitch, but Star Wars was one of the riskiest projects in motion picture history.

Considering production on LOTR started in '97, I don't see how his planed retirement in 2001 would have anything to do with it.

Guess that depends on what you mean by blockbuster.
Gatsby had a ~100 million budget and was released during the summer movie season, so yeah they were expecting blockbuster numbers for it, at least domestically.
Tarantino movies never are box office behemoths, but then again, he's not making $100 million films left and right. He wasn't given a Hobbit budget nor was he expected to produce Hobbit level revenue.
