My thing is there plan to try and disguise the vote was moronic,
Frank knows that he and Nat were definite votes, and that James was most likely the third vote. It doesn't matter who the fourth was because he knows they were all in on the plan, Corey and Nicole's vote were gonna be the same so he knows that
