Joffrey, as a character, and the actor who portrayed him was much more sinister and evil
When the character was first introduced last season(?) season before(?) I made a couple posts on here about how ridiculous the character was and how bad the actor was over-acting.....to the point where I didnt actually believe the character was that maniacal. Of course, I got raked over the coals by so many of the GoT apologists with the "you just dont understand the character, you never read the books"
glad to see a few people somewhat agree, the way he overdelivers his lines, I dont even see him as a character in an ensemble cast...I just see a shitty actor who needs a director

Loathsome: Joffrey. He's simply an insecure twat who won't get his hands dirty. Take away his army, and anyone could kick the shite out of him. He's a pussy and didn't earn his position whatsoever. He is no threat in and of himself. On top of that he's stupid as frick.
Better Villain: Ramsay. Ramsay, while psychotic, is highly competent. He's totally earned the position he's in. Plus he's a huge threat even without an army. He's highly cunning and manipulative. No one who is remotely sane would frick with Ramsay, and he has a far more imposing presence.

I feel like the guy who played Joffrey is the only person who could really be Joffrey.
I feel like any halfway competent actor could play Ramsey, if that makes sense.

Joffrey. He has nothing to gain by being a sadistic prick.
Ramsey does it in part to maintain and gain his power through fear. He would be a sick frick regardless, though.

Joffery. He was unaware there were boundaries. He did evil things merely because he wanted to. He didn't answer to anyone.
Ramsay was at least aware there were consequences to some of his actions, and that he had to make smart decisions occasionally. He knew he had to answer to his dad up until now and tried to reign himself in enough to try to gain Roose's approval.

Book readers will say Ramsay because he is a better villain in every way in the books.
Hodors will say Jofferey because he was so awesome and easy to hate in the show. In the books, he was a POS but really just a little kid POS.

They're both effective but neither are particularly interesting or nuanced. Same goes for the mountain. It's not cheap though as monsters like them would certainly exist in a world such as westeros
Tyson, Jaime, roose, stannis (yes he's evil, but relatively speaking he's not), etc. are all pretty evil; however they all have depth. In a world without much black and white, Ramsey and Joffrey are entirely evil, and yet there exists no purely virtuous characters to serve as a contrast

Personally I think Littlefinger is the most evil character in the series. The violent psychopaths are simply nuts and don't really know the difference between right and wrong.
Littlefinger though is perfectly sane and goes against anything good within him simply to watch the world burn. Reading Sansa's final chapter, it's hard for me not to imagine LF approaching Lysa as a more composed and sane Jack Torrence. LF is a more pure and subtle evil than either Joffrey or Ramsay.

Joffrey was sort of the ultimate silver spoon sociopath. Not smart, not strong, not brave, not humble enough to listen and not patient. Ramsey is a sociopath with cunning and bravery. RB would scare me in a one-on-one or guerilla warfare situation. Without the Hound to cover his arse the average 15 year old boy might kick the shite out of Joffrey.

Joffrey is so abhorrent because he's a sadistic pussy who relies on others/his status to do his dirty work. He showed his true colors as the coward that he truly was during Blackwater. I also think the incest--besides making him evil and crazy--made him impotent. There's no way he would've been able to consummate the marriage with Margaery IMO.
Ramsey is evil incarnate. I don't know how else to describe it other than him being a mishmash of horror movie villains rolled into one. He's chaotic but organized at the same time. And he's very unemotional/unattached to anything or anyone (except Reek lol), as shown by the death of Myranda...and killing Roose.
