I agree this is both a memorable and iconic - I'm looking at "gratuitous" though - and I'm not sure it fits the OP. First of all, Judge needs that fantasy to "take care of some business" - AND for the comedic effect, she needs to catch him doing it.

Or, in the case of my "Showgirls" example - you kind of expect boobs going into a terrible film about a topless cabaret (or a slightly less terrible movie, Striptease), but the overflowing "gratuitous" use of boobs in the film means it still qualifies - IMHO.

I've always been surprised when people threw out Jennifer Connelly as a hot actress, but this one picture is great evidence.

Dammit Ace, I'm convinced you and I would be buddies IRL.
I'm gonna throw out Open Water for a random one. Five mins into the movie and you've got boobs and bush very unexpectedly. Also there was plenty of this in Eurotrip, although I'd argue it was expected there. But they did a pretty good job of just finding reasons to put tits on screen.
