Jaime Lannister is up there for me.
May even pass Walter White at the end

In a depressing one, John Locke from LOST is up there. Always believing he was special, he mentored those around them, specifically his nemesis Jack. John dies really for nothing but deeply affects all those around him. He turns out to be right in the end, but his enemy he tried to convince had to see his vision through finished it.

I love the Jamie character, but more for his arc in the books. The series needs to finish him strong to be #1

And for a straight forward one, Prince Zuko in Avatar: The Last Airbender. The writers never took it easy on him. He had an easy heroic way out in Season 2, but it would have betrayed his character. Zuko had to discover what his honor meant along the way and fall for his misconceptions.
I really think he’s of Jaime Lannister level redemption, and everyone judging him would have done every loathesome thing he did in their shoes as well. They’re easy characters to blindly judge from the outside, but they’re more honorable than anyone that judges them. Betraying your family and going against everything you were taught takes a great deal of courage. They question the specifics of their honor, and in the end they turn out to be better men. Letting tens of thousands die for their so-called honor is bullshite. Zuko’s arc is completely believable due to his denial of what he was supposed to be. And he rose up to it very reluctantly and ended up saving the world.

I should wait to see how GOT ends, but Jaime Lannister stands out. I may even put Daenerys for the opposite reason if she goes Mad Queen at the end.
Some others that immediately came to mind:
Walter White
Prez (The Wire - I really didn’t like him at first)
The Jennings and Stan (The Americans)
I would count Cutty Wise, but we didn’t really see him before he changed.

I see the complete opposite. Nate started out all right but by the end he was the most miserable frick out of a slew of miserable fricks.
For such a good show, I ended pretty much hating all the characters except for maybe David.

quote:While The Fugitive is my favorite TV show of all time, does he really have a character arc? He's pretty much the same in the last episode as he was in the first. Society has changed in realizing his innocence.

Maybe somebody needs to explain for me just what is meant by "character arc"

Agree on Jaime Lannister.
Another one that took almost a decade (as well as 2 different shows) to complete...
ETA:
HM: Both of 'em...

G'kar from "Babylon 5".
For horror: Frankenstein's Monster from "Penny Dreadful"
