The penalty should be extensive however that needs to look like. I don't know how they assess these things, but it should be severe.

After his USA Hockey hearing he won't be playing another game this season. I'd imagine he's currently suspended pending a hearing.
He'll be lucky if it's just this year and doesn't extend into next.

Banned from the league and venue or they are inviting a lawsuit if it happens again.
My dad would have used the belt and I would have been grounded until graduation.
My dad had zero tolerance for BS, which is why I wasn't a punk that took cheap shots like that.

Kicked out of the league for the rest of the season at the very least. Dealt with at home by his dad in addition to that.

Permanent ban for this kid. Would also look into whether the coach was encouraging this kind of behavior and look into a ban for him too.

Agreed. I don't know the governing body for this league, but hockey is the strictest when it comes to assessing suspensions for violent play.

That young man should be banned from youth hockey and immediately declare his intentions to enter the NHL draft.
