O'Brien, easily. O'Brien the coach has been in the playoffs a lot. O'Brien the GM is what is preventing them from advancing.

Bill O'Brien hands down. Guy has taken teams with some horrible QB play (Osweiler, Brian Hoyer) to the playoffs.
