Iowa State did it to Iowa this year. It’s illegal, wasn’t called, and neither was the 15 yard PF at the end shoving his head into the turf by back of his neck—right in front of the ref

My quick research says that intentionally forcing the returner to touch the ball in effort to create a live ball does not create a live ball. But in this scenario if the ball then goes rolling and touches another member of the return team it does become live, although there may be a personal foul or holding called on the punting team that could negate any recovery by the punting team.
TLDR: A slightly ridiculous strategy but not 100% stupid.

Seems many USC fans are finally coming around about Riley and having buyers remorse. At first it was all shot talking how they stole him and were gonna rule the CFB world.
He was handed a title team by Bob Stoops and pissed it away vs GA in Rose Bowl. Then he got worse every year until USC paid a boatload of cash to steal him in middle of night. I love seeing the pain USC is going thru. And with his monster buyout you are stuck.

Lol. There’s a big disconnect between Riley and the fans. They were chanting “Fire Lincoln” during the game and were unhappy they won because it bought him more time. At same time Riley was fist pumping at end of game like he just won playoffs. It was so bizarre, they got lucky to sneak out the win in front of tens of fans.
