Both teams are running the ball and not throwing many incompletions. That has way more to do with the quarter seeming fast. Also, game started a little after 1:30, so that was a 40ish minute quarter. Seems about right.

There is literally twice as much advertising as actual football now. I think after this season I will just watch my team play and that’s it

Avarage nfl game was 13 minutes shorter than college football. Considering college football is still keeping the stoppage at the end of the halves, you can expect this new rule to shave off roughly 6 minutes on average
