The spirit of the rule is leading with the head, spearing or launching. There would be penalties every play from linemen hitting helmet to helmet.

Coming from behind and hitting high is a penalty on any player that doesn't play for Bama or Seattle right?
Add in that it's the QB, and that he was making no effort to pursue the play (if it was even still going on), absolutely should have been flagged by every ref on the field.

I think Warner was well into the play in that gif too which I think warranted a needed block.
