The condos at the race tracks (at least the ones at Atlanta and Texas) aren't really for year-round living. They are owned by either really wealthy race fans, drivers or race officials. It gives them a nice place to stay when they are at the race as opposed to camping, staying in a motor coach or getting a hotel and having to drive back and forth.

A few others may be owned by people who work at the track and prefer to live there and not have to commute.
