That's not what I said. It was still Tulane's decision, but the Big 12 had some "bargaining power" seeing that Tulane desperately wants in.
I'm not saying the Big 12 told Tulane point blank "You can't hire Mike Leach," but there were some conversations between the two parties regarding Leach and Tulane was informed that it would not play in its favor. They could've hired Leach (that's an entirely different story about whether or not he was a legitimate option: he wasn't really), but it would not have helped Tulane's case with the Big 12.
Besides, it's not uncommon for schools to run potential hires by their conference commissioners beforehand to get thoughts on people, etc.

Does building a new stadium correlating with a move to the Big XII make sense?
When they play Texas or Oklahoma, they'd end up playing the game in the dome anyway. So that's one less home game a year.
It would definitely have to host high school games as well.

ETA: I wonder about parking but i don't think it is an issue...neighborhoods will obviously be packed as they are during the week, but I think alot of people will be able to take the street car and walk from st charles to claiborne...not too bad of a walk, I made it two days ago for the press conference...people will be able to walk from their home, etc...but parking does need to be addressed.

They would build it between the Reily Center and the baseball field. So, the tennis courts and practice field would be "demolished." Not sure where practice field would go.
Parking would be around the neighborhoods, like it was at the old Tulane stadium.
This stadium idea has been many years coming. I'm not a Tulane fan by any stretch, but I think this is a great thing for them. I would love for Tulane to be a more competitive program and to be able to go to a football game Uptown on a Saturday would be pretty cool.

It's fairly well-known that the football stadium is happening. Well-known enough that a link isn't really necessary. Also, multiple reports that Tulane is gearing up for something tomorrow.

Will they be unveiling the proposed plans and everything and not just disclosing that a stadium will be built? Definitive (rather than the much rumored "potential changes") to admission standards, football budgets, etc.?

If they build on their own land, very little Audubon Blvd. residents can do about it. Besides, it's not going to be some monstrous stadium like Tiger Stadium. It will not look entirely out of place or overwhelming.
