I wonder how this evolved.

It’s so you can’t call a guy a racial or anti-gay slur and then deny it. The act itself isn’t anti-gay.
In this particular case, the player was accused of a racial slur, defended himself by saying it was an anti-gay slur, and then was suspended anyway. Because he covered his mouth, it was a he said/he said.

Not a soccer fan, but was in Spain when this happened, it was a big deal. It was on every tv station in every place we entered that week.

Yep. I can’t stand that dude. Every game he gets into with somebody and then cries racism and victimhood. Every damn game he creates problems. That crap he pulled against Mourinho a few weeks ago should have been the last straw. They need to suspend his arse! Send him to play in freaking Brazil and get his arse out of Europe.

He threatened to go to the Middle East for the longest time to play. Wish he had. He’s the Ryan Clark of soccer. Just a perpetual victim. Yes and no. They're telling you that if you cover your mouth and approach an opponent you're going to get a red card. They don't need to assume anything about what was said.
Player A says Player B used racial slurs. The league could use video to determine if what is accused lines up with the movement of Player B's lips, but Player B had deliberately covered his mouth to prevent that from happening.
The league can either assume Player A is telling the truth and punish Player B, or they can say there's no evidence and do nothing.
The league has chosen to instead just say to all players, "Don't cover your mouth." It may be a silly rule, but it's a pretty easy rule to follow.

The player admitted to saying an “anti gay slur” however everyone else said it was a racial comment. I don’t like Vini at all, but I don’t think that would’ve been his reaction if it was an anti-Gay thing that was told to him and not something racist
