The only thing is you don't have the strength of schedule for the bowls. A conference like the Big 10 or SEC has tougher tie-ins than a conf like the Pac 10, for example. But still, I like the fact you look at the # of teams that make it per conference, and not just the # of wins/winning percentage, so a conf like the Pac 10 last year or MWC this year isn't just considered the best.

I'll also post the ratings if an FCS penalty is included. For the FCS penalty I subtracted 1 point from the bowl's original value per FCS team played during the Regular season. For instance, the Cotton Bowl's original value was 17 points. With the FCS penalty, that value drops to 14 points (Okie played 1 FCS, Ole Miss played 2). The reason I'm including it now is because it does have an effect on the standings.
In the ratings that have no penalties, SEC can't finished lower than first as of today. Big 12 was the closet competitor and even winning the Nat Game(26) will leave them 1 point shy of overtaking the SEC. In the ratings with penalties, the first place position can change.
