This isn't racist unless you want it to be. He made a jab at a man. Was it necessary? No it wasn't so perhaps he's a dick. But he made the jab at the man due to that man's actions. The man happens to be black. He wasn't lumping the race in on it. He was being a dick to a man. He picked on an individual. The individuals skin color is irrelevant and had nothing to do with the point he intended.

But was it a secret? Secret is something that you have actively hid. Just because he doesn't advertise it doesn't make it a secret. Maybe these children and their mothers prefer not to be in the spotlight.
