I have been binging videos and think I could shoot well:

Allegedly, there is a similar course in Lake Charles that holds tournaments at multiple times a year. It is located on Petro Point Dr? and it looks like it is only $10 to play (when not closed for special events).

None of the videos I have watched (few more below) show any carts. I don't think they are allowed.

I could place your ball on the green at Augusta and you couldn't make par on any hole.

Thanks. I know there is a certain "prestige" about playing the course in Augusta but some of the holes in Lake Charles look almost identical:
