Unclear, but a good iPhone would likely get good enough video of the signals to make it worth it.

Everyone is scouting other teams. Hell even sending guys to watch games. I literally did it as an assistant high school basketball coach.
But idk how many schools are doing that AND videotaping the games they are at.

When I was in HS we would send 3 or 4 coaches to our next opponent’s game. This is a big nothingburger.

Didn't he also claim to buy a house in Ann Arbor while still stationed in California? I don't know too many military officers who can afford second homes. He also claimed to fly back and forth from California to Michigan every weekend during the season. Seems kind of odd for a servicemember to get permission to travel that far away from base every weekend. IIRC, you have to get permission to travel more than 250 miles away from your home base when you aren't on leave.
Several things about this guy's story did not add up at all.

100% yes. This goes beyond Harbaugh, so if he coaches or not has no bearing.

In person scouting is against NCAA rules. You are only supposed to use the official game film or TV broadcasts.

I think for a period of time he was doing this as a "volunteer" and wasn't on the staff

It seems like they have copies of the actual videos taken and provided to this UM staffer. That's the real evidence that matters.
