The penalty is assessed based on the offender using the crown of his helmet. It does not specify where the crown of the helmet is used. A tell tale sign of someone not knowing what they are talking about is when they say “that’s a helmet to helmet penalty”. No such penalty exists.
Basically it’s when a player uses his helmet as a weapon, rather than a price of safety equipment, which is its intended use.
