Probably UCLA. Mediocre program that gets vastly overhyped every year due to being in the LA market and playing its home games at the Rose Bowl.

Texas - A consistent letdown. 1 title in what, 50 years? Is laughable they are considered to be a top program.

USC - They've had enough success and somewhat recently enough that I disagree here. They are a sleeping giant.

Michigan - Texas of the B1G

Penn State - PSU came onto the scene in the 70's and has been an annual top 15 program and hasn't really had any great teams since '94. They are who they are and aren't really overrated. Never truly bad or great.

Oregon - Are kind of a newcomer. They've had a few good teams, but don't really think anyone has thought of them as a powerhouse.

Oklahoma - Definitely overrated. They get treated as a title contender, but never get closer than getting boat raced in the post-season.

I presume overrated means historically?

1. Texas - way too much talent, money and resources to be so average, historically

2. Michigan - huge, powerhouse program, the "Big House", the winged helmets, a renowned rivalry with Ohio State, and pretty good in-state recruiting base all things considered, and they've largely been average (with a few good seasons here and there).

3. Notre Dame - while they lack the talent and resources, they are a national "brand" that fails to win on the big stage. Reminds me a lot like the Cowboys, that said, I still give them a little flack given how poor the talent is in Indiana combined with their institutionally imposed restrictions on academics, transfers and NIL. I'll give them this, Notre Dame doesn't really budge on that.

4. Georgia - they would be my number two, but for the past five years or so. That said, with that amount of talent and no "real" in-state competition (I'm not buying Georgia Tech as competition), there is no excuse for 1980-2021 draught.

5. Penn State - they are in a very talent rich state, and while they are always pretty good, they haven't been great in a while (I could be missing a great team here or there, but I'd probably since the '94 season)

Currently? Texas. They have all the tools to win and can't consistently win in a weak Big 12 conference. Including being overshadowed by their in-state little brothers in TCU and Baylor.

Used to be in a talent rich state... used to be.

PA's population hasn't grown since the 60's. PA's population in 1960 was over 11 million, 2022 it was just over 12 million. In the same time Florida has gone from 6 million to 22 million, Alabama 3 million to 5 million, Georgia 4 Million to 11 million.

On top of that, there is Pitt, Penn State, Maryland, West Virginia, Temple, Rutgers, Akron, Kent St., Syracuse, that all pull heavily from the PA talent pool. New York, Maryland, West Virginia and New Jersey don't have big numbers of football players and use PA to fill their rosters. On top of that most of the elite players in the state usually head out to Michigan and Ohio State.

PA isn't what it used to be for talent. It's still good, but way past it's peak and watered down so that it's tough for PSU to own recruiting there.

Ohio State has as much talent as Alabama and sometimes more but isn’t nearly on the same level. In the mid to late 90s they had by far the most talented rosters and won nothing. They’re consistently the most overrated program.

Do we have a time frame? College football has been played since 1869 when Rutgers and Princeton played.

If you look at the history of college football I don't think you can say Michigan is over-rated and I say that as someone who roots against Michigan.

Now if you said Wisconsin or Oregon you'd have a good argument for recent times.

Yeah but they are the local power for Baltimore/DC area and that’s where the real elite talent is for that region. Penn state doesn’t have any excuses to not be better
