Right, once you get to the minors much less majors, you begin to shape the body more than when you're 18-20 in college/HS.
All players are "small" early and then get bigger later, that's just how developing works.

Well, that didnt take long. Pujols is going to sue Clark and the owner of the radio station.

I wouldn't be shocked if any player has used some sort of PEDs, but Clark didn't help himself when he said he accused Verlander of using steroids and stopped using them before this season because his stats aren't as good and he no longer hits 97, 98, 100 mph for all 9 innings and only hangs around 92-93 MPH. (Not withstanding the fact that Verlander was hitting 98 in the 7th inning of his last start)
Clark also said that back in his playing days if a player was using steroids to get an advantage the players would have publicly called them out on it. Where was he when players from his era were using Amphetamines? Now Amphetamines didn't have the same result as steroids on league-wide stats, but the players that were using them had the same intent as the players that take steroids.
