Elway is overrated in some senses, but that is more because he was the perfect prospect.
On the other hand, I think Steve Young is the most underrated QB of all-time.

I'll go ahead and give this a stab (no Ray Lewis jokes, please):
Compared to their reputation (not saying these guys weren't great, but how many are really all-time guys)
1. Joe Namath. Cited repeatedly as to why. Really does ride that 'first to 4K' counting stat like a hobby-horse, when talking about his comparative statistical value.
2. Donovan McNabb - A great guy when it came to avoiding turnovers and winning football games. I was shocked, looking back, to see how few rushing TDs he scored for being a dual threat. I mean, he's 12 better for the career than Peyton Manning, but that's not exactly blowing the doors off the big name immobile guys.
Those are my guys for now, in terms of long term players. I'm shocked we reached this point without McNabb being mentioned.

As an aside on Flutie-- I think he also gets a big benefit from having an 'incomplete' in his career; his years spent in the CFL are often treated like a pass, though I don't think he is particularly overrated-- he's just considered a solid, middle of the pack guy who had some really nice moments in Buffalo.
