If I’m thinking correctly, if it was behind the line it was a live ball and could be advanced by the offense.

Between snapping the ball with like 15 sec left on the play on the drive where they kicked a FG to go up by 6 and try to bleed to clock out
Or the time out when Colorado spiked the ball and gave Colorado a down back, there were many head scratching decisions regarding time management

According to the announcers, Colorado's sideline had called a time-out prior to the snap, thus no down used in that series.
