No, he originally said that he was opting out, then when he told the Clippers that he was going to do that and sign with the Rockets they worked out a trade with the Rockets and he actually opted in.
He's still on a one year deal at the moment.
2nd, he couldn't opt out, sign the big contract, then get traded, sign and trade?

His Bird Rights go with him, he'll sign the max with Houston after this season. 5 years/205 mil or something around that.
ETA: Probably would be too difficult with salary matching if he signed the huge deal before being traded.
