Just Googled this as well.
Apparently it was a rule change they made in the 1920s.

Ridiculous that it's still on the books.

I dont understand the reasoning behind it. The receiving team touched the ball, it should be a live ball and fair game to be advanced either way

If he called a fair catch, then I get why you can’t advance it as pursuit to tackle the potential ball carrier is stopped.

I have followed football since middle school and have officiated it for 15 years, and K has never been able to advance a muffed punt.

Agreed, but I also agree it’s a dumb rule that doesn’t really make sense.

This makes the least amount of sense because by definition the kick off is a free kick.

What's really dumb is that the kicking team is not allowed to catch the ball in the air on a kickoff.
It rarely happens, so it's not well known that you have to allow the receiving team the chance to catch it. But if you kick it on the ground it's free game for some reason.

By definition a free kick only happens after a safety.

On a kickoff, was the ball not live in the endzone even if they didn't touch it?

I think the NCAA rule as always been if the kickoff lands in the end zone is a touchback.
