Can someone explain how PED user David Ortiz is a HOFer but PED user Barry Bonds isn’t?

What reasons are these supposed anti PED baseball writers that have kept Bonds, Clemens, Sosa, McGuire, etc out the Hall using to explain their votes for Ortiz?
I mean it can’t be because Bonds was an a-hole to them because Sosa was beloved by the writers
