Wuerffel, and it's not even close.
People tend to underappreciate Wuerffel because he was not a viable professional quarterback and he's not a "marketable" personality. But in college football history, there's nobody like him.

Frazier. Tebow has a very good shot at surpassing him.

Vince was only really good for the Rose Bowl in 04 and the 2005 season though.
What do we mean by "best?" Are we talking talent that translates to the NFL, or just college production/leadership?
I think you could make a strong case for three guys this decade that could be considered among the best:
Ken Dorsey - He was the unquestioned leader of the best team in college for three years.
Matt Leinart - I lost count of the amount of TDs he threw. He didn't have Palmer talent, but he was drafted high and was a great leader.
Tim Tebow - If he comes back next year, I think he has a shot to be the GOAT. He was a big part of the 06 title team, accounted for 55 TDs in the SEC as a sophomore, has a Heisman trophy, will be a finalist and possible national champion this year, and could be a national champion next year. Plus, he epitomizes what you want a QB and player to be in college.

Yeah, but that 2005 season was one of the best ever by a QB. He would have won the heisman if Reggie didn't go crazy in the second half of the season and fill up the highlight reel, which tends to be what the Heisman is based on
It's hard to discount Leinart because he won so many games, but he did have 2 of the best backs in the country and awesome WRs. Vince didn't have the same level of talent around him
