I came in here to ask this question since I just saw this:

How was Baylor allowed to run time off the clock after that holding call? K state called a timeout prior to that play and they get an opportunity to run the clock off? Makes no sense.

Because clock rules are stupid and hard to do "fairly."

Had Baylor been losing, then it's not fair to KState if they get to stop the clock for their own mistakes.
