Allowing work under red but making it a time penalty could be the way to go. +5 sec for a front wing change and +10 sec for something more "terminal" or that a team wouldn't repair during a race like side pod damage.

Interesting idea and not bad… should count for tires too.
Shouldn’t get saved by the red. At least with a yellow, there’s some loss, albeit less than normal racing.

So either I go out on the track unsafe or take a absurdly long penalty?
Do I get fined for going back out on the track with a broken wing in an unsafe manner?

Days like today make me feel better about not watching the race live. Red flag? Just skip ahead 45 minutes.

A 5 second penalty is generous for changing a front wing. If there was no red flag and you needed a wing change your stop is at least double that 5 seconds. Teams would gladly take 5 seconds over a DSQ for sending the driver out with a front wing that is unsafe/broken.
The idea is to stop these free reset buttons on red flags but nothing will change in the near future.

Do you view cautions as free reset buttons?
Sometimes red flags work for you and sometimes against you.
The leader is just as likely catch a rogue piece of carbon into his radiators (or tire) that others on the track won't catch because of a red flag. He now is punished for being ahead? He has to come back through the pits where other cars never had to risk it. Now the leader carries a 10 second penalty, why is #2 going to try to pass him?
Nah, red flags are thrown way too often these days, limiting them will limit this perceived issue of unfairness.

Red flags better than the race ending under yellow and preserves the integrity of the race distance.
Its not perfect but so much better than Green White Checker.

I agree with those saying there should be a time penalty for fixing damage or replacing a wing but wouldn’t it be unfair to do the same for tires?
Let’s say that was the case today. Max, Ocon, and whoever else got wets on before the red flag made the absolute right call if the race had continued. You’re at the mercy of the race director throwing the red and then coming back out under different conditions. In this case, the new conditions required inters. The guys with wets would have been screwed while the teams slow to react would have been rewarded after the conditions changed.
Doesn’t seem right to me. The decision to throw the red flag is too subjective imo to then stipulate everyone not touch their tires. I want teams guessing strategy based on the elements, not guessing the whims of the race director.

Thats how its done in Indycar- you basically cant touch the car.

Exactly the issue. No consistency. Rain can be fun but way too subjective, why even have wets if there isn't going to be any racing?
