If they are indeed over they need to be hit with severe points penalties. Money doesn't matter much to the big 3 as they were spending 2-3 times the budget cap previously. They only care about winning titles. Take that away and it will end any hijinks with the cap.
Busting the cap one year can have long term beneficial effects, so a slap on the wrist will solve nothing.

Toto was obviously being dramatic in his interview, but his point about this was dead on.
They broke the limit last year which puts them ahead this year, and since we are so far along they will be ahead next year. So 2024 is the earliest any kind of equalizing penalty makes a difference.
Don't know the answer on how to penalize. Certainly doesn't help that the team that busted the cap is heads and shoulders above the other teams.
