If the tournament officials have the option to penalize a tour pro ( a GROWN arse MAN!) or a 14-year-old amateur to make a point, who do you think they will pick?

The official is going to give you a warning and tell you you're on the clock before giving you the penalty.

How do you know? I saw Guan take an excessive amount of time to pull a club on 12 earlier.
How do I know? Because he was all over the course today shooting a twelve over. Trust me, that takes time, I know from experience

No they don't. The tour doesn't penalize them because the players make the system work on tour and don't want to hurt them where it counts. So they just fine them a few bucks ..

I've never heard if a fine for slow play, but I've heard of players being put on the clock plenty of times. I'll take your word for it if you say they get fined.

PGA tour doesn't disclose fines for slow play

Rory with a birdie on 18, finishes at -2

ETA: the eagle he had on 8 today really saved his round.
