Horrible headline.

The president can "plan" whatever he wants, but Congress would need to sign off, and I doubt they can use reconciliation on this.

Right? What's the limitation on retroactive taxes? Could they say, "we're retroactively changing the rate for income between $500k-1MM in 2017 to 50%"?

It's not illegal, Clinton did a retroactive tax increase in 1993. It will screw over taxpayers this year, but it will not generate as much in subsequent years because people will hold off selling assets so they don't have to pay higher taxes.

Aren’t tax cuts usually implemented retroactively, too?

This tax raise is not a surprise. It’s what everyone knew would happen. He didn’t hide this at all when running. I am surprised so many seem surprised by this. It definitely sucks, but we all knew this was coming. Elections have consequences.
