Not possible unless Guaranty decides to sell a station due to FCC regulations limiting the total number of stations over set wattage or eliminate a station like 104.9 (which is actually located in a great area) and use that tower to broadcast 104.5
Blame the FCC not Guaranty their hands are tied by the powers that be in good ole' DC.

Upping the power or building a new tower are virtually impossible
Now maybe they are goin to simulcast on a under performing station they already own. Or switch formats with a stronger signal but music is cheaper to run and has much higher ratings, so I don't see that unless try have a music station that is getting its butt kicked by someone
Eta: they could be splitting into 2 stations. One full time ESPN, the other lots of local, that way they have a combo to sell and keep all competitors locked out basically

Maybe they're gonna air on the oldies station 97.7 so they can broadcast on too shitty signals at the same time.

Radio is all about share
Bad signal on 104.9 means it will never be a player
Combo with 104.5 gets better city wide coverage, more listeners more potential advertisers
