The changes come just ahead of the busy holiday travel season and will affect when airlines are required to provide certain assistance to passengers.
Under the new Department of Transportation rules, 10 types of flight disruptions will no longer fall under the airline-control category. That means airlines will no longer be required to provide certain compensation, such as hotel accommodations or meal vouchers, when delays or cancellations are caused by:
Aircraft cleaning after a passenger death
Extreme-weather damage
Baggage system outages
Cybersecurity attacks
Government system shutdowns
Overheated brakes
Unscheduled maintenance
Medical emergencies
Unruly passengers
Airport closures caused by volcanic ash, wind or wind shear

American Airlines delayed our flight home from Chicago the other day due to “maintenance” for 5 hours.
They sent all of us a $12 food voucher.
Most people didn’t even redeem it because nothing in the airport costs $12 anymore.

He won't do anything useful.
I don't have a problem with some of those. If it legitimately isn't the airline's fault they have an argument for not having to eat the extra costs.

Looks to me like they snuck that into the middle of the list whereas it should be first and in all CAPS. This is a huge deal and you are correct that I hope the term "maintenance" is tightly defined. Because if not, you will see airlines cancelling low capacity flights to "fix a seat" or some other minor issue and screwing the passengers over.
It can cost an airline thousands (tens of thousands?) to fly a jet that has a bunch of empty seats. If you think they won't inconvenience a couple dozen people over that amount of money, you are wrong.
As a frequent business traveller, I will be watching this closely.
ETA: Looked it up.
FAA Rule: (7) unscheduled maintenance, including in response to an airworthiness directive, manifesting outside a scheduled maintenance program that cannot be deferred or must be addressed before flight.
That is way too open ended. "...cannot be deferred or must be addressed..." leaves it open to just about anything. The least they could have done is tie it to airworthiness.

This is going to compare to the “ adverse sailing conditions” clause the riverboat casinos enjoyed. They rarely left the dock.

Ive taken hundreds of flights and not sure I ever remember a flight I was on being delayed because of an unruly passenger

So airlines now have a perverse incentive to schedule their maintenance intervals as long as they can get away with, because anything that needs attention before that interval no longer costs them anything. fricking wonderful
