So "in-game" is limited to the time frame after the first pitch? CJJ gets no credit for his personnel lineup decisions tailored for a game?

Yes. You’re exactly right. “in-game” means during the course of play. His lineups would not be considered “in-game” adjustments considering the lineup was mad BEFORE the game started. Pitching changes, lineup changes, base running decisions, pitch calling, and batter signs are “in-game” adjustments. Everything else is scouting and preparing for other teams.

The biggest measures of coaching are the technical preparation of players, tactical calls in-game that best display that preparation, and development of players over time.
I’m not sure I’ve seen that at a high level yet from Jay. His super power is recruiting because he’s young and tireless without any commitments attached (no kids etc). So he generally signs talented, toolsy prospects and trots them out there. BTW, talent isn’t something new he’s bringing to LSU. This program has done just fine recruiting itself over the years.
I’d like to see more development of talent, better technique, and more intelligent calls made in-game.
