First off that is about 93 from back in the day. They are measuring the pitch at the hand with Trackman and not the plate.
They hit off the machine at 95 all day. Flat fastballs are flat fastballs. Your timing in velocity changes is what makes pitching successful. Go watch Framber Valdez as an example. Commanding a breaking pitch at the top of the zone.
