National popular vote compromise

Just saw some BS Facebook post about national popular vote, but it got me thinking.
What if Republicans offered to compromise?
We'll agree to a national popular in exchange for a beefed up version of the SAVE Act...
- In person voting only;
- Proof of citizenship required at registration and at the polls;
- End all birth right citizenship, enforced retroactively;
- Criminal penalty for committing, conspiring to commit, and/or aiding voter fraud shall be punishable by no less than life imprisonment without parole.
What else would you add?
I don't think the democrats could come close to winning a legitimate national election whether by popular vote or electoral college if the above were strictly enforced.

No. Bad ideas are bad, trying to balance them with good ideas is a fool's errand.
A bad idea is like a weed, you don't allow it to be planted then just try to balance it out by planting flowers around it.

Do you people even understand what the elimination of the electoral college will do to everyone in the country's vote outside of CA NY? The electoral college is the one thing that has given rights, power, influence to each and every state. Eliminating this will assure all of us ZERO influence and would be grounds for revolution in my eyes.
