We know he was the highest rated QB in high school as determined by the rating services. That certainly carries a great deal of weight. But let's not pretend that it certifies that he will be a great college QB. Too many 5* QBs have failed in college to pretend that we KNOW the talent is there.
I have nothing personal against him. He seems like a very gifted QB. I won't say that his first year at Michigan proves he's a bust, but I won't ignore his first year either.
In the final analysis, if Kiffin wants him at the price required to obtain his services, let's go get him.

Bryce Underwood has to learn to put touch on his passes. Whether he’s throwing a 12 yard out route or a screen pass he just throws a laser.

How many true freshmen in this era start all 12 games and only throw 9 touchdown passes?
That’s 19 TDs, 10 int over a 12 game schedule back when the DBs were still allowed to be somewhat physical.

I don’t think anyone is surprised when true freshmen, in general, struggle, but Underwood was the #1 player in his class and thought to be a generational talent. Him not doing better than he did was somewhat surprising to most people

If he enters the portal, which I don’t think he has, then he’s obviously open to taking less to go somewhere to develop better or chase a championship or both. Until then it’s really not worth discussing the money part of it.
