It means they just wouldn't get picked at all anymore. You can decide if that means they're getting screwed more or less.

Yeah, I don’t know why people are thinking this would change the leverage situation other than moving it up a year.

I generally agree with that sentiment. They care about players currently in the league and will concede rookie money if it inflates veteran salaries.
The PAs might posture and pretend it's a major concession during negotiations to win elsewhere though.
Similar to when the NFLPA slashed rookie contracts and set slot caps. No one is actually at the table to fight for incoming guys. Their money just gets reallocated.
Now the MLB draft is a completely different beast so I'm very intrigued to see how this plays out.

Wouldn’t this push some guys we get into lower leagues. Talent across college will be better. But making the money for these guys is something else.

The real purpose of this is to shrink the minors and let the college teams (boosters) take over the majority of those costs: players salary and development investment. MLB teams are already going down the road of “sponsoring” some college teams and that would greatly increase. Who gets who may not be as easy as playing in front of a big crowd or for a championship. NCAA would absolutely have to adjust coach and roster sizes. I’m not sure how the transfer market gets impacted. It could shrink it if teams decide there could be more value in freshman. I think it's safe to say it would benefit college baseball as a whole.
The degree to which it would benefit LSU is based on LSU's commitment to baseball relative to every other school...so I think LSU will be on the good side of this.
It would probably add a ton of competition to the college baseball landscape. So, in that regard, it would hurt LSU (and all powers that exist today).
Overall, this would be the best case scenario for college baseball short of making players be juniors in order to be eligible for the draft.

two part answer:
1) Guys like Jake Brown could stick around LSU 1 one more year and still get drafted high and not fear getting the $20k signing bonus b/c he's a senior without leverage in 2027. Not saying he would stick around, but knowing you are going to get paid anyway, increases the chances of a lot of guys coming back. Someone like Bear would have had no financial reason to leave last year. In fact, you can easily argue it helps many.
2) It means some might not get drafted, as everyone would likely be drafted based on their talent and projectability. Currently, some guys may get drafted higher than they should simply b/c the team knows they don't have to pay the slot value and can use that money on someone else.
