My thoughts: People’s knee jerk reaction is to think this benefits the big teams like LSU. But I’m not so sure.

The real purpose of this is to shrink the minors and let the college teams (boosters) take over the majority of those costs: players salary and development investment. MLB teams are already going down the road of “sponsoring” some college teams and that would greatly increase. Who gets who may not be as easy as playing in front of a big crowd or for a championship. NCAA would absolutely have to adjust coach and roster sizes. I’m not sure how the transfer market gets impacted. It could shrink it if teams decide there could be more value in freshman. But if you side with developing over results, you may forfeit winning from year to year.

The proposal would also cut the MLB Draft from 20 to 12 rounds, slash draft bonuses by more than 50% compared to last year’s totals, allow for more expansive trading of draft picks and establish hard draft slots, which would mean that a draft pick’s signing bonus would be for a set amount as determined by the draft position.
baseball america link

This would be huge as well. Imagine everyone not bailing after their junior year b/c they lose leverage.

College or independent leagues.

So MLB doesn't have to develop players.

Would love to see it similar to Football, 3yrs removed from highschool before draft eligibility. Don't like letting guys leave after 2 years. Between losing your top guys to the draft and everyone else to the portal, the roster turnover will approach 75% annually. Unfortunately, that's not an MLB problem.

Also think slot values should be firmer. Losing money because you played college another year, even if drafted higher, is ridiculous.

I think he meant with college roster sizes being cut to 34, there won’t be as many college openings for players, so where will they go? I guess D2 and D3, NAIA, Jr Colleges. But that will push players out too.

The MLBPA doesn’t give rat’s arse about minor league players. I’m sure they couldn’t care less about the rights of the amateur players that would be affected by that proposed rule.

that’s how it is now unless you were held back a year in HS and turn 21 before August 1st.

Does this mean seniors wouldn't get screwed anymore?

Don’t like the sound of that. How much power does that give the MLB clubs over the schools? Does it affect coaching hires?

As someone else already mentioned, the big league club might favor development of winning.

Sounds a little bit risky.

This, and it seems to me it leaves more money for players already rostered
